A few weeks ago, a guy moved into the apartment across from me. My new neighbor had left me a note stating that he was having a party and to let him know if the noise was too loud. The problem I have with the note is that he stated he was having a party but didn't invite me...

TAKAMATSU, Kagawa Pref. (Kyodo) Regional Japan Coast Guard offices have started introducing inexpensive lifesavers made with used plastic bottles instead of using expensive lifesaver vests... A brand-new lifesaver costs ¥5,000 to ¥20,000 depending on the size, but one made from plastic bottles only costs about ¥200.
